One of the best ways is through word of mouth. Start with your friends. Then find related blogs and leave meaningful comments. If you leave a relevant comment people would be clicking on your link to check out your blog. But if you just leave comments like "Thanks for a great post" this promoting method will be fruitless.

Blogging also forces you to get focused and take responsibility.
The not so positive effect? Well, I for one hardly sleep, always up at night planning and writing content. And I believe this applies to some others too. Though you can freelance your content writing to others if you can take on the expense.

For personal blogs
Share too much personal information of yourself and family. Like home addresses, office addresses, photos of family e.t.c.
For business blogs
Do not use copyrighted content in any form.
Do not use other people's content without permission. If you are using public articles on your blog, make sure you leave the author's bio so he takes credit for his work.
